Yes, they can send the email using a public IP if you have no DMARC record or the DMARC record is set to p=none.

How is CNAME record different from a basic DMARC record?

How is SPF important?
SPF is important because it allows you to limit the sender and the IPs permitted to send emails from your domain.
Is it necessary for both SPF and DKIM to pass for an email to be authenticated?
Even if any one of them passes, the email is considered to be authenticated. Only if both of them fail, the email would be considered as a spoofed email and the policy would be applicable.
How frequently do we get reports via email?
Daily reports are sent via email.
If we are able to distribute the roles, how do we make sure that they can't take any action without the permission of the admin?
We have a feature of Four Eye Validation, which makes sure that if anyone other than the admin wants to take an action then, the person has to request permission from the admin.
